Curtis Barlow
Mr. Barlow then served with the Department of External Affairs as Cultural Counsellor to the United Kingdom at the Canadian High Commission in London and Director of the Canada House Cultural Centre in Trafalgar Square, from 1986 to 1990. In 1990 he was appointed Canadian Cultural Counsellor to the United States and served in that capacity at the Canadian Embassy in Washington, D.C. until 1996.
From 1996 to 2001, Mr. Barlow was Executive Director and CEO of the Confederation Centre of the Arts, Canada’s National Memorial to the Fathers of Confederation, located in Charlottetown, P.E.I.
From January 2001 to March 2003 he was in charge of Canada’s international cultural policy as Director, Arts and Cultural Industries Promotion Division, International Cultural Relations Bureau, at the Canadian Department of Foreign Affairs and International Trade, Ottawa.
From 2003 to 2007, he was Deputy Secretary (Policy, Program and Protocol) to the Governor General of Canada, with responsibility for the Governor General’s domestic and foreign policy program, as well as constitutional issues and a staff of 140 public servants.
In August 2007, Mr. Barlow was appointed CEO of the Institute for Canadian Citizenship, a Toronto-based national, non-profit organization founded by the Right Honourable Adrienne Clarkson as her legacy upon the completion of her mandate as Canada’s 26th Governor General.
